Rev. Fr. Prof. Callisto Locheng holds a B.A. in Theology, Masters of Arts in International Law and Relations from the University of the State of New York – USA and a Ph.D in Missiology from Rome. He is an Educationalist and a Priest with National and International exposure.He is an Associate Professor of Research and a part-time lecturer of Peace Studies at Gulu University.
He is also a lecturer of Philosophy at Alokolum National Major Seminary.
He is a member of the Board of Consultors Gulu Archdiocese; Principal examiner at the A.J University school of Philosophy; A.J university school of theology; Catholic University of East Africa. He taught at the Catholic University of East Africa from 2003-2010.
He is the Director, Higher, Technical, Vocational, Education and Training.
He is a representative of the Ministry of Education in charge of Higher Education on the Board.

Profile: She is the Vice Chancellor of Muni University.
She is the representative of Institutions of Higher Education nominated by the Vice Chancellors Forum on the Board. She is the Chairperson of the Loans and scholarship committee of the Board. She holds a B.Sc. in Zoology (MUK), a Master’s of Science in Zoology, a Diploma in Modern Management and Administration from Cambridge Tutorial College and a PhD in Zoology (MUK).
She also holds various Certificates in; Conservation Genetics (MUK), Conservation Biology (University of Illinois, USA), Financial Management and Accounting for non-accountants, Project Planning and Management (UMI), Social Skills (Rockefeller Foundation-MUK), International Women’s Leadership, New York and a Certificate in PhD Supervision.

Profile: He is the Assistant Commissioner/Social Services Ministry of Finance, Planning and Economic Development. He represents the Ministry of Finance, planning and economic development on the Board. He is the Chairperson of the Finance and administration committee of the Board.
He holds a Masters in Economic Policy Management (MUK), Post Graduate Diploma in Education (MUK) and a Bachelor of Arts in Economics (MUK),
He is the head of Social Services unit of the Ministry. He is a Policy Analyst and Oversees the preparation of the Sector Budget Framework papers, budget estimates and analysis of budget performance, appraises monitoring and evaluation of projects, coordinating the design and execution of the country programmes and prepares the Development budget release.
Profile: He is the Treasurer General, National Organization of Trade Unions. He is the representative of workers nominated by a recognized workers organization on the Board. He holds a Bachelors Degree in Education from Ndejje University, Diploma in Education-KYU.
He has specialization in Education Administration and Planning, Labour and Industrial Relations, Performance Management, monitoring and evaluation, Policy Planning, Professional governance, analysis and advocacy, strategic planning, including Financial Management of Union funds. He was a Secondary School Teacher at Kyambogo College School teaching Math and Physics.
He was also a head teacher, Nagulu-katali Primary School, Nakivubo Primary School, Police Children School–Nsambya, Old Kampala Primary School and Bat Valley Primary School before joining the National Organization of Trade Unions.

She is the Corporation Secretary, Statewide Insurance Company and Executive Council Member, Federation of Uganda Employers, Secretary, Executive Committee Uganda Insurers Association, Partner, M/s. Luwaga & Nkalubo Advocates, founder Member of Justice and Advocacy for Women and Children in Uganda. She holds a Masters of Arts in Human Rights (UMU-Nkozi), a Bachelors of Laws, (MUK), Post Graduate Diploma in Legal Practice (LDC), Chartered Secretary ICSA (UK) and Associate chartered Institute of Arbitrators (UK).
She is a member of Uganda Law Society, Member East African Law Society, Member FIDA, Member of ISCA Ug. Hon. Associate Insurance Institute of Uganda.

Executive Director and Secretary to the Board Profile:
Mr Michael O. Wanyama has been the Executive Director since the inception of the Higher Education Students Financing Board in April 2014 and has overseen the transformation of the Students loan scheme into a semi- autonomous body mandated to give out loans and scholarships to students pursuing higher education.
Mr. Wanyama is a qualified accountant and a member of the Institute of Certified Public Accountants of Uganda (CPA). He also holds a bachelor degree in Commerce accounting from Makerere University, Kampala and Masters of Higher Education Management and Administration from Uganda Management Institute Kampala. Holds a certificate in Higher education management from Zheijang university, China. He holds several certificates in Higher education management and financial management.
Mr Wanyama has served government in various capacities having worked with Inspectorate of Government for eight years at senior level. He also worked with the Ministry of Finance, Planning and Economic development as a Public Financial Management Specialist- Budget monitoring and accountability unit before moving to the Ministry of Education and Sports as a Coordinator for the student loan scheme.
He was a member of the Board of Kulika Uganda, a charitable trust. He is the deputy secretary general of the Association of African Higher Education Financing Agencies (AAHEFA) based in Dar-es-salaam Tanzania. He is a Director of Global professional solutions and college where he is greatly involved in teaching students pursuing accountancy career in order to become professional Accountants. Mr Wanyama has a passion in strategic management and financing of higher Education.
